Committee backs $15,000 to bring Cleveland Restoration Society’s Heritage Home program to East Cleveland

Kathleen Crowther, president of the Cleveland Restoration Society, thanked the committee for initiating East Cleveland’s participation. Jasmine Prezentkowski, the Heritage Home program team leader, described the program's two main components: free technical assistance (site visits, contractor referrals and design consultations) and a low‑interest financing option administered with partner banks.
Prezentkowski said most projects qualify, but homes must be at least 50 years old (built in 1975 or earlier), be residential properties with three units or fewer, and be located in a participating city. “We have free technical resources, and then we have low interest financing... As low as 2% for a home repair loan with us,” she said.
She explained the application process—estimates and a paper application, a review period of about two months, coordination with partner banks (KeyBank and Third Federal), permit and inspection requirements, and a final walkthrough before contractor payment.
Committee members asked whether the $15,000 covers three years of participation; presenters said the funding supports program staffing, outreach (including mailings to homeowners) and administration in East Cleveland for a three‑year term. A motion to advance the resolution to the full council for a second reading was seconded and approved by the committee.
If approved by the full council, the award would fund Heritage Home participation and related outreach and staffing costs in East Cleveland for three years.
