Senator Byers proposed an amendment to remove the personalized‑plate timing change after county treasurers and the Department of Revenue said the personalized process was not currently manageable in county systems.
Byers moved the amendment and Senator Bowers addressed technical aspects of section 1, which the amendment removed, reverting that portion to current law. The amendment also left in a separate change allowing the division of vehicles (or its contractor) to charge a transaction fee up to $15. The motion to adopt the amendment was seconded and adopted by voice vote; the chair declared the amendment adopted.
No further action on the broader registration measure was completed that day; committee members said staff would continue work on the personal‑plate mechanics and related technical issues.
