Commissioners approve sealed-bid process to sell surplus highway equipment; chip-seal program and new equipment incoming

Highway Department superintendent Matt Holden told commissioners the county will receive new chip boxes and a distributor truck and suggested selling older equipment to other counties via sealed bids, proposing an $85,000 reserve per piece. Holden said Indiana code allows county-to-county sales of government equipment, and he asked permission to solicit sealed bids from interested counties and open them at a future commissioners meeting.
Commissioners questioned whether advertising should be broader than county-to-county solicitations; legal counsel (Speaker 1) said county-to-county sales do not require public notice because both parties are governmental entities. Holden said demand for chip-seal equipment has increased and noted that a distributor truck configured for full-width work may limit private contractor interest.
The board voted in favor of moving forward with the sealed bids and acknowledged plans for a crumb-rubber crack-seal program (spring and fall cycles), upcoming deliveries of chip boxes, a distributor truck and an excavator expected in May. No sale amounts were finalized; reserve pricing will be included in solicitation documents.
Commissioners directed staff to prepare sealed-bid materials and schedule a future meeting to open bids.
