City staff updated the council on pedestrian-safety and neighborhood outreach measures related to the upcoming school year.
Crosswalk: Staff reported that the raised crosswalk on Cordero (to assist students walking to the seminary) will be completed before school starts if the council cooperates with procurement timelines. The city’s portion of betterment (raising, widening, lights, and flags) is estimated at about $27,000. Staff noted that an overhead Hawklight system could cost between $65,000 and $75,000 and generally requires a traffic-warrant study; staff recommended observing traffic for a year after the crosswalk is installed and then reassessing the need for a Hawklight.
Parking mailer and enforcement: To address parking concerns in Little Valley (parking near corners and mailboxes), staff proposed producing either a large bilingual mailer or a single-language mailer with a QR code linking to an alternate-language PDF. UPD will issue warnings for two to three weeks and begin citations after Labor Day, with administrative-judge (ALJ) review available for citation resolution and educational outcomes.
Elections and school tax notice: Staff also relayed that Granite School District’s public hearing on a tax increase is scheduled for Aug. 5 at 7:30 p.m. at the Granite Education Center; mailed ballots were due to go out July 22 and early voting runs July 29–Aug. 8. On Aug. 12 (primary election day) the Magna in-person voting location will be the library and drop-box options will remain available.
Staff asked the council for a mayoral or mayor-pro tem authorization pathway to approve procurement under $40,000 when necessary to meet school-year timelines.
