Torres described three primary projects: (1) the 2820 80th West realignment including acquired parcels with a $639,615 shortfall for structures (proposed funding: $189,615 from ARPA and $450,000 from corridor preservation funds); (2) a potential property acquisition with a $925,000 price tag recommended to be covered by CARES2 funds; and (3) a Webster Center remodel estimated at $3,300,000, with a proposed funding mix of CARES2 ($485,811), $1.7 million from unrestricted carryover, and $1.1 million from the downtown CRA (CRA board decision required). Torres also cited a 7200 West road-improvement partnership with West Valley estimated at about $15,900,000, noting local match obligations and recommended MSD board review for road-maintenance funding support.
Staff reminded council that ARPA allocations carry federal timing constraints: allocated by end of 2024 and spent by 2026 (staff said they would double-check exact deadlines). Staff discussed an option to ‘swap’ ARPA funds with ongoing street projects to preserve Magna’s balance while meeting federal requirements, but cautioned that auditors must be consulted to avoid noncompliant accounting.
Council members asked for more time to review the proposals. No binding appropriation or final vote occurred at the meeting; staff asked council members to submit questions in the coming weeks so the items can be considered at the Oct. 14 meeting.
