City Attorney Paul and staff clarified the item is adopted by resolution (R2025-15). The council moved to enter the interlocal agreement and passed the resolution by voice vote.
Council members noted the allocation of federal funds and the proposed funding mix—staff emphasized that the direct capital contribution is coming primarily from MSD and not from Magna’s unrestricted funds. The agreement includes provisions for splitting any cost overages on the same 60/40 basis.
The motion passed without a recorded roll-call in the transcript; staff said the MSD board has already approved funding on its side.
