Residents urge council to halt Davis annexation over traffic and character concerns

At Monday’s Monroe City Council meeting, three residents spoke during the public comment period opposing the proposed Davis annexation and urging the council to prioritize rural character, wildlife and road safety.
Olin Seibert, a Chain Lake-area resident of five years, said he frequently drives past the parcel and opposed denser housing there, saying, “I speak against the Davis annexation proposal.” He said existing compact developments have removed trees and wildlife and do not reflect the rural environment he values.
Deborah Behrens, who said she and her husband moved to the Chain Lake area six weeks ago, cited traffic and safety concerns. “Chain Lake Road has curves and hills, and I’m surprised there isn’t a better school zone signage at the elementary school,” she told council, adding, “I feel the road cannot safely absorb additional traffic without a substantial infrastructure upgrade.” Behrens said building more homes will change the area’s character and that the intrinsic worth of undeveloped land is not just additional tax revenue.
Longtime resident Cirillo Hernandez asked city staff for guidance on organizing a community event, saying, “So my thing is do something like Cinco de Mayo in Monroe,” and sought staff follow-up about how the city can help.
Mayor Katabak closed the public comment period after those remarks; no council action on the Davis annexation occurred at the meeting. City staff did not present an update on the annexation during the meeting.
