Goodhue County commissioners voted to adopt an updated list of projects that would be eligible for local option sales tax (LOST) revenue following a statutorily required public hearing that produced no public comment.
Staff explained that adopting a revised LOTS-eligible project list requires a public hearing and, after the hearing, a resolution that would allow the county to use collected LOST dollars on the adopted projects. Staff also clarified permitted and prohibited uses: LOST revenues may not be used for routine maintenance, paying staff, purchasing equipment, or other non-eligible purposes.
The public hearing was opened and commissioners asked three times whether anyone wished to speak; no one came forward. The board then closed the hearing, moved to adopt the list as presented and approved the motion by voice vote.
Staff said notice of the hearing had been published on the county website and in the local newspaper (transcript reference: "Kenyan Leader") and other local outlets. Staff also said they had received no written public comments or emails in advance of the hearing.
The resolution adopting the list (not part of the meeting transcript) will be the formal step to make projects eligible to receive LOST dollars. The board did not specify a schedule for spending or list individual projects by dollar amount at the meeting.
