Board approves December agenda, consent items, Act 1 opt-out and multiple policies; settlement approved
Summary

The Chambersburg Area School District board held multiple formal votes on Dec. 16, approving routine procedure items and several substantive administrative motions.
Early in the meeting the board "moved by Carl McKee and seconded by Stephanie Gauss" to adopt the printed Dec. 16 agenda; a verbal roll call of 'aye' votes resulted in the chair declaring the motion passed.
The board approved previously discussed consent agenda items (5.01–5.05) and new consent items (6.01–6.06) covering minutes, personnel actions, program-of-study items and early graduation approval. Administration announced an early-graduation ceremony for early graduates on Jan. 23.
On finance and legal items, Mrs. Stauffer presented the Act 1 accelerated budget opt-out recommendation and the board voted to remain within the Act 1 index adjusted to 4.6% (approval of the opt-out resolution). The administration also recommended and the board approved a settlement stipulation with Chambersburg Common LLC. Gifts, grants and donations listed by the administration were approved by vote.
In policy business, the board conducted first and second reads on multiple policies and voted to approve a grouped set of items (1–8) and then considered a separate grouped policy item (item 9). After discussion and a member stating a planned 'no' vote, the final vote on item 9 carried 8–1.
The meeting concluded with reports from LIU/FCCTC representatives and adjournment.
