Franklin City awards $1.59M contract for new Utility Service Administration building

The Franklin City Board of Public Works and Safety voted Feb. 18 to award a construction contract for a new Utility Service Administration building to Arrow Earth Services LLC.
City Engineer Matt McElroy told the board the project drew nine bids; Arrow Earth Services submitted the low base bid of $1,592,811, amid other bids between approximately $1.8 million and $2.0 million and an architect estimate near $1.5 million. McElroy said Arrow’s paperwork was in order and that staff conducted due diligence on the company and its selected local subcontractors.
Board members asked about bid alternates; City Attorney Lynn Gray confirmed the alternate was optional and not a requirement for responsiveness. McElroy said local sourcing of labor and subcontractors likely contributed to Arrow’s lower base bid.
A motion to accept Arrow Earth Services’ base bid and award the construction contract was moved, seconded and approved by voice vote. The contract award was recorded in the meeting as the lowest, most responsive and responsible bidder for the amount stated.
Next steps: Staff will finalize contract documents and return to the appropriate offices for execution and project initiation.
