Franklin City introduces 130‑acre Umbarger Lane annexation and two rezonings; public hearing set

The Franklin City Council on Feb. 18 introduced an annexation ordinance for a roughly 130‑acre area identified as the Umbarger Lane annexation and also read into the record two accompanying rezonings.
Planning Director Joanna Tennell told the council the property (located at the northeast corner of Umbarger Lane and County Road 75 South) was considered by the planning commission and forwarded with a favorable recommendation. Tennell said a fiscal plan prepared by Peters and Franklin is included in the application packet and that recent legislative changes affected how fiscal plans are written.
Tennell described a proposed architectural "point system" that would require residential facades to meet a minimum of four points based on features such as full first‑floor brick, horizontal siding, board-and-batten details, gables and dormers. She walked the council through examples showing which elevations would and would not meet the four‑point standard.
Tennell also noted representatives of the petitioner — legal counsel Eric Prime and Tony Begato from Arbor/Silverthorn Homes — were present. The council introduced ordinance 20 26‑04 (Umbarger Lane Woods rezoning, ~53 acres) and ordinance 20 26‑05 (Umbarger Lane tillable acreage rezoning, ~77 acres) by title; Tennell said public hearings and a full presentation will follow at the March 2 meeting and that application files are available online.
