Urbana commissioners press for clearer reporting and faster fixes after resident recounts repeated sidewalk hazards

At the start of the Feb. 17 meeting, BPAC members and residents focused on snow and ice blocking sidewalks and the safety consequences for people who use wheelchairs and other mobility devices.
Sarah Rand, a BPAC member who said she represents disabled residents and works in coroner operations, described repeated incidents in which sidewalks were impassable and recounted a near-miss with a bus. "Until either they fix it or somebody gets killed, I'm going to sit in every single meeting," she said, explaining that repeated unsuccessful attempts to get relief led her to escalate the issue publicly.
Carmen Franks, assistant city engineer and the staff liaison, told the commission the city has begun using an existing Community Development contractor to remove snow that blocks sidewalks when staff determine it constitutes an ADA compliance issue. "We are using that same contractor to remove snow that is blocking a sidewalk that we feel is an ADA compliance issue," Franks said. She added that many complaints have been routed through her and the CD inspector and that staff are tracking problem areas in the city's asset management system.
Franks said a public-facing ADA grievance form is being drafted and will be posted soon so complaints can be tracked formally. Staff also said they will consult Champaign's ADA coordinator and examine peer practices such as the University of Illinois' pre-treatment (brine) program and existing reporting inboxes to improve responsiveness.
Students and other commissioners asked how to route complaints; staff encouraged residents and school principals to forward reports to Carmen or the Public Works front desk. Commissioners also discussed volunteer programs ("snow angels") and outreach to recruit volunteers to assist with school-area sidewalk clearing.
Next steps: staff will continue mapping problem locations in asset management, finalize and publish the ADA grievance form, and coordinate with the CD inspector and other departments to prioritize repeat problem spots for review and possible contractor action.
