Torrington — The city council on Tuesday debated whether to pre-authorize the Torrington Development Corporation (TDC) to draw up to $100,000 from the City of Torrington Blight Fund for rehabilitation at 93 Main Street and 30 Maiden Lane, but members ultimately voted to table the request.
Valerie Farrell of Good Earth Advisors, speaking for the TDC, said the group has used prior blight and ARPA funds for legal work, environmental data-gap analysis, market study and stabilization efforts and that near-term needs could amount to a $10,000–$15,000 drawdown in the next 60–90 days. “We’re not asking for you or anyone else to write us a $100,000 check,” Farrell said, adding that reimbursements would be documented and defensible.
Councilman Baez and others pressed for greater oversight and an itemized list of expected expenditures before approving a blanket $100,000 authorization. Baez noted the Blight Fund balance cited in the meeting — enumerated in the transcript as 212199 — and warned of other pending obligations, including a roughly $340,000 excavation bill from the Hendy Fire Site that could affect available funds.
Farrell said the TDC would provide a breakdown similar to materials previously submitted and that a significant portion of earlier spending was legal fees tied to receivership proceedings. She told council that some contractors have offered discounted work and that the TDC has tried to be judicious with spending while pursuing a receivership endgame and stabilization of properties.
After extended discussion over limits on oversight, documentation and competing demands on the Blight Fund, Baez moved to table the request. The motion to table was seconded and approved by voice vote.
Next steps: The TDC agreed to provide a more detailed breakdown of likely near-term expenditures within days; councilors signaled they would revisit the request after reviewing those figures.
