Troy planning board approves two projects, declares Spring Avenue application complete and schedules April hearing

At its meeting the Troy Planning Board approved two development applications, declared another application complete and scheduled a future public hearing.
The board granted final approval by unanimous vote to an approximately 10,000‑square‑foot expansion for Energy Catalyst Technologies on 113th Street after Verity Engineering’s Bridal Ciprelli said staff comments had been addressed and there was no public comment on the application. The board also granted final subdivision approval for a four‑lot subdivision (two duplexes) at 110–116 Madison Avenue after engineer Bill Maffrecci said the project had answered staff comments and received necessary variances.
On Spring Avenue, applicant Dan Morelli described recent plan changes to add dedicated snow storage areas, adjust retaining walls, and add a dumpster enclosure and lighting details. Staff pointed out they had not yet received the very latest changes for review. The board discussed stormwater management and the applicant’s plan to submit an urban runoff control plan and variances to the Zoning Board of Appeals. The board voted to declare the Spring Avenue application complete for scheduling purposes and set the public hearing for April to allow the applicant time to obtain requested variances and to submit required documentation.
All motions on these items passed unanimously by voice vote.
