City awards $1.28M Farmwood Boulevard culvert contract; requests $108,916 design amendment

Jeff presented the Farmwood Boulevard culvert replacement project and the recommended contractor, saying the culvert was identified in stormwater master planning as hydraulically deficient and noting the road is the sole access to Wolf Meadow Elementary School. Bids opened Jan. 15 produced a competitive price; staff recommended awarding the $1,284,818.18 construction contract to Birdsall Excavation & Construction and stated they vetted the contractor.
Because construction is proceeding, staff also requested a contract amendment with Armstrong Glen (the design engineer) to cover floodplain-specific work, geotechnical work, and daily inspections in the amount of $108,916.50. Jeff said there are adequate funds in the project account to cover both costs. Council did not record any objections in the work session transcript; staff proceeded to present those recommendations for council consideration.
