The Riviera Beach City Council heard a policy-level discussion Feb. 18 about how the city should handle requests for event sponsorships and in‑kind services. Staff said roughly 20 outside event requests were pending and reported the FY26 budget includes $500,000 for city events, while no dedicated sponsorship fund is currently set aside.
Staff and council members outlined several options: a simple annual application window for sponsorships with per-event caps, a two-tier checklist approach distinguishing low-impact city-hosted events from high-impact external requests, and partnership arrangements where the city’s contribution is recouped or split on revenue-generating events. Councilmembers asked staff to prepare written proposals, sample policies from other municipalities (e.g., Jazz in the Gardens model), and an accounting of special-events spending to date.
The council asked staff to schedule a workshop for detailed discussion (staff indicated a March 11 workshop date) and to return proposals on application deadlines, budget allocation by event type, and how the city should handle paid events when it provides in-kind services. Members repeatedly said they want a system that avoids ad hoc approvals but preserves the city’s ability to host civic ceremonies such as groundbreakings without cumbersome approvals.
Staff noted that city-hosted groundbreakings that use city personnel and minimal services can follow an expedited internal checklist, while external private events requesting policing, fire or fencing support should be evaluated under a formal application and, for large sponsorships, a partnership or recoupment arrangement.
Council asked for written options and a schedule for adopting a formal policy in time to inform FY27 budget planning.
