City engineer Matt Hubert presented an overview of House Bill 926 and its January 1 effective date, explaining that the law requires local pavement standards for subdivision streets to be no more stringent than NCDOT Division 12 standards. Hubert noted the state’s prescribed sections reduce intermediate pavement layers (e.g., stone base + surface course in place of thicker asphalt sections) and described potential local adjustments ranging from narrower street widths to a proposed inspection fee to recoup staff oversight costs.
Hubert proposed a fee of $1.50 per linear foot as a cost-recovery measure for added inspection and oversight tied to reduced pavement sections, and offered examples showing inspection fees would be small relative to material-cost savings for large subdivisions. Council members questioned whether the fee would fully cover contract-inspection costs, whether reinspections would incur additional fees, and the timing for placing the first asphalt lift during construction.
After discussion the council voted to table final action on the fee and the draft cross sections and to direct the city engineer to return with additional analysis and specifics at the February 2 meeting. The item was not adopted and the ordinance/fee schedule will be refined before any implementation.
