City manager outlines field-house lease–leaseback and multi-step pool replacement planning

City Manager Heidi Baron used the manager’s report on Feb. 17 to preview upcoming recreation items, including a lease–leaseback approach for a proposed field house at Rotary Park and a multi-step process for pool replacement and reuse.
Baron said the field-house RFQ produced a single respondent; staff are preparing a letter of intent and a funding plan that would outline operation and lease scenarios, potential buyout options and estimated operating costs from a consultant operations study for a roughly 60,000-square-foot facility. Council will see a formal packet item on funding and contracting options at an upcoming meeting.
On the city pool, Baron described a three-step approach: complete the parks and recreation open-space plan (which will help define community needs), commission a facility reuse and feasibility study to determine how much of the existing pool structure could be reused or repurposed, and then proceed to predesign and phasing decisions. She noted the pool is the only facility of its type in Kittitas County and that prior investments (roof and HVAC) complicate any immediate tear-down scenario.
Baron said the city will need new revenue sources to fund a replacement aquatic center and that staff are preparing community outreach and consultant scopes to inform predesign later this year.
