Committee approves 2026 CIP updates after developer withdraws from Heritage Hills loop

The Finance and Human Resource Committee approved updates to the village's 2026 capital improvement plan, reflecting changes to several utility and facility projects and a developer decision that reduced planned water and sewer spending.
Staff told the committee that Lewis Construction informed the village it would not partner on the Heritage Hills water‑main and sewer loop. As a result the committee agreed to deduct approximately $250,000 from water and $280,000 from sewer project totals for 2026. Staff said those changes reduce near‑term borrowing needs and give the utility funds more flexibility for other projects.
The committee also considered routine vehicle replacements for utility vans (one 2015 and one 2018 vehicle noted for replacement) and clarified that about $4.5 million of the police building cost is the village’s portion. Members asked whether a $10,000 CIP line referred to police or fire; staff and a presenter explained the amount covers remodeling to move a battalion chief’s bedroom and convert unused locker rooms into a report room used by fire crews.
Separately, members raised concerns about possible mold in the Safety Building. Staff said they will have the building tested; an unnamed presenter explained that old HVAC ducts under the floor on the former police side may have cracked and allowed water intrusion and mold growth, but testing will determine whether mold is present and what remediation is required.
The committee moved and approved the CIP updates. Staff will incorporate the changes and return any additional details requested by the board.
