Casper council adopts consent package, approves Valley Hills subdivision first reading and renews liquor licenses

During the consent resolutions, the council authorized execution of loan documents with the State Loan and Investment Board for a city reservoir improvement project; approved an agreement for 2026 priority sanitary sewer repairs (Project 25‑019); authorized Amendment No. 1 to HDR Engineering’s professional services agreement to develop a landfill diversion business plan (Project 24‑080); approved purchases of non‑motorized travel counters for the Casper Area MPO and several heavy equipment purchases for the Public Services Department; authorized a contract with Tetra Tech Inc. for the North Platte River restoration (North Casper, Knife River reach, Project 24‑063); and approved other contracts and agreements listed in the consent reading.
The council set March 3, 2026 as the public hearing date for an ordinance amending sections of the Casper Municipal Code to allow keeping of domestic fowl within city limits.
On a separate agenda item, the council opened and closed the public hearing on Valley Hills (Edition No. 3) final plat and zone change. The City Attorney presented exhibits; no members of the public spoke for or against the ordinance. Councilor McIntosh moved approval on first reading, Councilor Pollock seconded, and the motion passed with all councilors recorded as voting aye.
The council also opened the public hearing for the annual renewal of City of Casper liquor licenses for the licensing period stated in the motion. No public testimony was offered. The council authorized annual renewals by minute action; the clerk recorded Councilor Pollock and Councilor McIntosh as abstaining and all others voting aye, and the motion passed.
Before adjourning the regular meeting, the council voted to recess into an executive session to discuss personnel matters; the motion passed with the required greater‑than‑two‑thirds majority.
The council’s consent approvals and the Valley Hills first reading move those items to their next procedural steps: publicly noticed hearings where required, contract execution by staff and follow‑up as reflected in the consent package.
