City staff told the council that a Southeast Idaho Council of Governments contractor completed a phase 2 evaluation of the century-old Enders Building after initial phase 1 work identified potential concerns. According to the report, sampling confirmed the presence of asbestos and other materials; staff said remediation was estimated at about $30,000 and noted the city has previously invested in repairs and maintenance for the building.
"They found asbestos and some other things ... they estimated it cost about $30,000," a councilor reported. Council members discussed whether to mitigate now or defer action depending on whether the building will be occupied or disposed of; staff noted that if the building is to be used in the future, remediation would likely be required.
On wastewater planning, staff reported the Idaho Department of Environmental Quality (DEQ) requested the city complete an environmental determination process: a 14-day public comment period and one public meeting, after which DEQ will provide an environmental scoping letter and the city can pursue funding for infiltration and related projects.
The mayor also reported the city had been notified of a small grant award submitted by Molina Sarris, but the amount was recalled variably in the meeting as $2,500 or $5,000; the paperwork had not arrived and the item was bypassed on the agenda pending documentation.
Next steps: Council asked staff to include remediation options and cost impacts on the next meeting agenda and to carry out DEQ’s public-comment process so the environmental scoping letter can be finalized.
