The police representative explained that securing areas where criminal history and driver‑license information are displayed is required by CJIS and that retrofitting the old system in pieces would cost roughly $5,000 but leave the department dependent on obsolete parts. Staff recommended a full upgrade to a modern system to reduce long‑term maintenance risk.
Staff also recommended Kingsburg Media Foundation as a sole source because that vendor currently maintains the department's ID card access, issues proxy cards, and already has the clearance necessary to work inside secured police areas. Councilmembers asked whether other local vendors exist; staff said nearby firms in Fresno or Visalia could provide service but that switching vendors could require additional clearance processes and cause months of delay.
After discussion, a councilmember moved to approve the consent item, the motion was seconded and carried on a voice vote. No roll‑call tallies were recorded in the transcript.
