The Hayhurst brothers, who identified themselves as the builders, described the project as a main house on the upper lot and a small, fully functional guest house on the lower lot to accommodate visiting family.
The applicants said the guest house includes a small kitchen and bathroom and that the two structures are on separate platted lots but treated as one property for utility access. City staff told council that a specific-use permit is required for guest houses in the SF-9 district and that replatting would not create enough usable space to meet zoning for an additional primary structure.
Council members asked whether the unit could be rented; staff said the current ordinance language prohibits renting for profit and that any future change would require an amendment to the city's zoning code. The applicants and staff said there was no negative neighborhood feedback based on notice letters.
An unidentified council member moved to approve the specific-use permit and another council member seconded; the council approved the permit on a 6-0 voice vote. Staff and applicants will finalize permit details and ensure the guest house complies with SF-9 restrictions and any utility arrangements.
