Garden Grove USD board expands advisory committee, approves contracts and $63.7 million purchase order

The Garden Grove Unified School District Board of Education on April 15 voted to amend the Community Advisory Committee bylaws to increase voting membership from 11 to 15 for the 2025–26 school year and approved a slate of routine business items, including contracts and bids and a purchase order totaling $63,728,824.73.
The board approved the bylaw change (Item 4a) after a motion and second and a roll-call affirmation from trustees. The amendment applies to Article 4 of the committee bylaws and is effective for the 2025–26 school year.
The board also approved Items 6a–6j on the business consent agenda. Among those items were: Resolution No. 19 to grant an easement to Southern California Edison to install and maintain electrical supply at the Lamshan Transportation Center; acceptance of bid No. 2410 for in-wall cafeteria tables and benches; final-completion contracting at the Chapman Headinger Center; authorization to participate in the California Multiple Award Schedule (CMAS) contract no. 3-20-70-1975R (supplement #1) for hardware, software and cloud services; a professional services agreement with Pecio America Inc.; and ratification of multiple public-construction bids under the California Uniform Public Construction Cost Accounting Act (CUPCCAA). The consent agenda package also included claim acceptances/rejections and a Uniform Complaint Report for January 1–March 31, 2025.
The board approved a purchase order and check for a total of $63,728,824.73 as part of the Item 6j authorization, recorded in the consent items.
Assistant Superintendent Amitav Bhavawa presented the district’s initial bargaining proposals to the Garden Grove Education Association, saying the district seeks to continue terms of the 2024–25 agreement and open articles including hours of employment, grievance procedures, safety, evaluation, class size, transfers, leaves and health and welfare.
The meeting also included routine approvals under Item 5 (representation for the Carl Perkins CTE advisory board and approval of two student travel requests: a boys’ basketball tournament and a May–June 2026 Washington, D.C./New York trip), which trustees supported and approved by roll call.
Trustees reported on recent district events and recognized employees: the district presented its classified employee of the month, Binh Duong, and certificated employee of the month, Sailen Chen. Board members also congratulated the Santiago High School boys basketball team on winning the Southern Section CIF Division 4-AA championship.
The board reported a closed-session personnel discussion earlier in the day involving a discipline matter; the board said there was no reportable action. The board set its next meeting for May 6 (closed session at 5 p.m.) and a regular meeting for June 3, 2025.
Actions recorded in the meeting minutes were procedural and part of the consent agenda; no additional policy or operational changes beyond those listed were adopted at this session.
