Bryan County commissioners approve appointments, drug task force IGA and infrastructure dedications

At its Nov. 12 meeting, the Bryan County Board of Commissioners approved a set of administrative and intergovernmental items including appointments, an intergovernmental agreement for a drug task force and acceptance of road right-of-way.
Appointments: The board appointed Ryan Purvis to the Greater Savannah Regional Alliance / Middle Coastal Unified Development Authority (MCUDA) for a four-year term ending June 30, 2029, and appointed Andrew Johnson to MCUDA to complete a term expiring June 30, 2026. The board also approved appointments to the Bryan County Public Facilities Authority, a body created by the Georgia General Assembly under House Bill 559 (2025); staff recommended and the board approved appointments of Chris Barr, Eric Betts, Jeff Glaser and Kimberly Moore to three-year terms expiring Dec. 31, 2028.
Law enforcement IGA: Commissioners approved an intergovernmental agreement authorizing Bryan County to participate in the Southeastern Regional Drug Enforcement Task Force for calendar year 2026 to assist in preventing and detecting drug-related crimes in several judicial circuits.
Regional water project and MOU: The board approved a memorandum of understanding with Effingham County setting principal terms for a proposed regional surface water project, outlining ownership, operation, easement use, capacity and water-rate principles; staff said a definitive intergovernmental agreement will follow once MOU terms are incorporated.
Road dedication: The board accepted dedication of Kia Drive and associated road right-of-way constructed by the Savannah Harbor I-16 Corridor Joint Development Authority and to be transferred by Butler Tract LLC. Staff said GDOT will provide future major maintenance/resurfacing funding and that Hyundai Motor Group/MetaPlant America agreed to indemnify the county for drainage matters under a prior flood-plain-management agreement.
All listed motions were approved by voice vote. Several items (notably the utilities ordinance amendments) were brought as a first reading and will return to the board for final action at a later meeting.
