Fargo Human Rights Commission votes to seek two-month extension to finalize restructuring plan

The Fargo Human Rights Commission voted on Feb. 19 to request a two-month extension from the City Commission to complete working sessions and finalize a restructuring plan after the mayor and city commissioners directed the board to redesign itself or face dissolution.

The commission debated two options presented at the meeting — a proposed restructured plan drafted from consultations with city leaders and a separate resolution that would ask the City Commission to retain the Human Rights Commission. Commissioners said the documents were circulated only shortly before the meeting and asked for time to review them in detail and solicit community input.

Several commissioners raised concerns about how the proposal was assembled. Commissioner Carolyn Beecraft said parts of the proposal were “unworkable,” noting the HRC is a volunteer body without authority to raise funds and recommending the draft reference the ordinance that established the commission. Planning Director Nicole Crutchfield told the commission the Arts and Culture body will remain on the city’s books but currently has “no budget, no staff assigned” and would need formal city commission approval to resume staffed work.

Concerns about process and transparency surfaced throughout the meeting. Several commissioners and a public commenter said some consultations had occurred in small, private meetings with the mayor and individual commissioners. Christopher Cohen, a Fargo resident who spoke during public comment, said the public had been given “last minute proposals and resolutions” with little explanation and urged the commission to make the process more transparent.

Faced with a looming deadline set by the City Commission, the body voted on a motion to request an additional two months to complete working sessions and produce a memo to the City Commission. The motion, recorded on the transcript as moved by Carolyn Beecraft and seconded on the floor, passed in a roll-call vote: yes — Sekou; Nancy Boyle; Cody Severson; Carolyn Beecraft; Tamba; no — Xavier.

Staff said they will work with commissioners to prepare a memo requesting the extension and return it to the commission agenda; the staff-targeted routing deadline mentioned in the meeting was next Thursday at noon. The commission set a working session in March to review the proposal and resolution in depth and invited greater public participation at that meeting.

The commission also reaffirmed leadership for the short term, approving a motion to keep the current chair and vice chair in place through June 2026. The meeting closed with announcements, including a planned "Know Your Rights" training for immigrant communities and recognition of Black History Month.

The commission will reconvene in a March working session to continue drafting its recommendation to the City Commission.
