District says expanded learning program enrollment surged; staff say partners allow flexible capacity

Parsons said enrollment rose from 148 in August 2023 to 394 by June 2024, and that district enrollment for the 2024–25 school year reached 413 in August and 468 as of Sept. 9, 2024 — described during the presentation as roughly 35% of eligible students.
Parsons explained program design, eligibility and delivery: ELOP runs after school on school days and on 30 additional non‑school days; eligibility is based on the unduplicated count (foster youth, low‑income students, and English learners); community‑based organizations (CBOs) on campus — including ABC, Boys & Girls Club, Carousel and OC Kids — deliver programming; and Boys & Girls Club provided supplemental capacity where demand exceeded some CBOs’ ability to serve all students.
Trustees asked whether the district has capacity to meet demand. Parsons and district staff said the model is flexible: CBOs share campus spaces and the Boys & Girls Club supplements services when other partners reach capacity. Staff also described outreach practices, attendance tracking and compliance steps for audits and fiscal reporting. Parsons highlighted family and student survey results showing high perceived benefit (the presenter reported that 100% of families who completed the survey said ELOP was beneficial). Trustees thanked staff for the work and asked for future updates.
