OHS sets late-file deadline as record remains open in Paramount CON hearing

The Connecticut Office of Health Strategy told parties at a public hearing that three late files must be submitted to complete the CON record for Paramount's proposed outpatient behavioral-health center.
Hearing officer Novi directed the applicant to submit readmission data for the Connecticut primary service area, the 2025 Community Health Needs Assessment for the Stamford service area, and an updated list of existing providers that reflects any recent OHS approvals. "We will give you to the close of business on 01/30/2026 for the late files and written responses," Novi said.
OHS staff and the applicant agreed that the provider-list update and other supporting materials would be treated as late files. The applicant indicated it could meet the timeline but was told it may request additional time if needed. The hearing was adjourned at 11:30:35; Novi said the record will remain open until the agency closes it at a later date.
The materials submitted by the deadline will be incorporated into the CON record and used by OHS in its review; the agency did not issue a final decision at the hearing.
