The Connecticut State Advisory Council for Special Education voted on Jan. 28 to adopt updated bylaws that incorporate current membership categories, a new secretary officer, public participation language and a reference to the Connecticut open meeting law.
Chair Missy Wrigley and committee members confirmed the bylaws had been circulated and met the 21‑day notice requirement in the amendment section. Members discussed the two‑thirds voting threshold for amendments: with 37 full seats on the council and eight vacancies reported, members determined the meeting qualified to act under the provisions. Tom Cosker moved to accept and adopt the bylaws as amended (November 2025); Jen Lucier seconded. The chair called for the vote and the bylaws were adopted; minutes will note the requisite two‑thirds threshold was satisfied.
The council also approved minutes from its Nov. 19, 2025 meeting. Dan Gaieski made the motion to approve the minutes; Tom seconded. One abstention was recorded for members who were not present at the earlier meeting; the chair announced the minutes passed.
Earlier in the meeting, members moved and approved an amendment to the current agenda so the council could discuss logistics for the Legislative Office Building (LOB) breakfast scheduled for Feb. 25. The amendment was made by Jeffrey Spar and seconded; the motion carried.
Council leadership asked staff to finalize and distribute a one‑pager and an invitation flyer for the LOB breakfast and to ensure the annual report and priorities are sent to education committee chairs and legislative aides. Lauren Johns reported that the Lyceum is available as the hybrid venue for the post‑breakfast meeting, and members asked that sample invitation language and a registration link be circulated promptly.
No legal or policy changes were adopted at the meeting beyond the council’s internal governance document; the bylaws adoption is a council governance action that will be captured in the official minutes and distributed as part of the council’s public materials.
