Madam Chair opened the meeting and moved to raise concepts numbered 1 through 12; Representative Case moved the motion and Senator Lesser seconded it. "We'd just like to go forward with a voice vote today on all of these," Representative Case said. A committee member added for the record that "just because we vote in favor of the concepts, it doesn't necessarily mean we in favor of the bill," emphasizing that the vote was to advance public discussion rather than to adopt final language.
The concepts read into the record included proposals on reimbursements for programs administered by the Department of Developmental and Social Services; a requirement that nursing homes spend 80% of revenue on direct patient care; expanded long-term care options and transportation for home-care clients; compensation for spouses providing state-funded home care; a state-funded caregiver program for parents of children with autism spectrum disorder; disregarding life insurance policy value in public-assistance eligibility;…
