Summary
The Laredo MPO Policy Committee on Feb. 18 approved Resolution MPO 2026‑04 adopting revised Transit Asset Management targets submitted by El Metro, changes staff said reflect new buses the transit agency purchased and must be incorporated into the MPO planning documents.
The Laredo Metropolitan Planning Organization Policy Committee voted Feb. 18 to adopt Resolution MPO 2026‑04, endorsing revised performance measures and targets in the Laredo Transit Asset Management (TAM) plan.
"They updated their plan and their their targets because of the new buses they purchased," the MPO director said when presenting the resolution, explaining that the agency must adopt El Metro's updated targets and fold them into MPO planning documents. The resolution was moved, seconded and approved (vote recorded as 'Aye'; exact count not specified).
The director told the committee the mass transit board approved the plan in December and that the MPO's action integrates those targets into regional planning and the Transportation Improvement Program. Committee members did not request further changes and the director said staff simply needed a motion to adopt.
The committee's adoption places the revised TAM targets on MPO planning records and aligns MPO performance reporting with El Metro's updated asset inventory and service assumptions. The director noted the update was triggered by El Metro's acquisition of new buses.
The committee also approved the minutes of the Jan. 21, 2026 meeting during the same session. No further substantive action was taken on transit-related items at the meeting; staff said the updated measures will be reflected in upcoming planning documents.
