Elkhart — At its Feb. 10 meeting the Elkhart City Redevelopment Commission approved several administrative and budgetary items: amendments to the 2026 spending plan for four TIF districts, a CDBG subrecipient agreement providing $235,000 to Habitat for Humanity of Elkhart County for infrastructure at the Legacy subdivision, authority to release bids for the South Main Street infrastructure project, and several appropriations and invoice approvals.
Assistant director of redevelopment Adam Fan asked for permission to release bids for a complete reconstruction of the South Main corridor (from the railroad crossing to Prairie), including streetscape, sewer, water and stormwater work; the commission approved the release motion by voice vote.
Staff requested four amendments to the 2026 spending plan: add $400,000 to capital outlay in the Aeroplex TIF; move $500,000 from other services to capital outlay in the Cassopolis TIF; move $556,667 from other services into capital outlay and add $2,443,333 in the Consolidated TIF; and move $500,000 from other services to capital outlay in the Downtown TIF. Commissioners approved the amendments by voice vote.
Mary Kaska, assistant director of community development, requested approval of a CDBG subrecipient agreement to provide $235,000 to Habitat for Humanity of Elkhart County to support public improvements for a 22‑home Legacy subdivision; Greg Conrad of Habitat said technical plans are approved and construction will move to bid pending final funding. The commission approved the CDBG appropriation by voice vote.
Other routine actions: staff corrected a Robert Henry bid figure for Park 131 (base bid corrected to $139,719) and the commission directed staff to review Park 131 bids and return with a recommendation at the March meeting; the commission appropriated $30,000 to cover Ice Miller VRP services related to site remediation billing; and members approved a $19,928.13 invoice and acknowledged the TIFF report. The meeting closed with no public comments and formal adjournment.
What happens next: Staff will return with bid recommendations for Park 131 in March, proceed with the CDBG‑funded infrastructure procurement for Habitat if final funding is confirmed, and manage the South Main bid release and spending plan allocations in coordination with the controller’s office.
