Elkhart — The Elkhart City Redevelopment Commission on Feb. 10 approved change orders 3 through 7 for the Woodland Crossing project, increasing the contract price by $602,100.56 to $4,237,979.76 and appropriating the funds from consolidated South Elkhart allocation accounts.
Staff said change orders address omissions in the original plans (framing/finishing of perimeter and interior block walls), replace VTAC heating and cooling units with mini‑split systems for aesthetic reasons, add storefront windows to improve tenant appeal, revise interior build‑out of unit 1381 for future city office use, and replace roofing found to be leaking during inspection.
A motion to approve the change orders and the appropriation carried by voice vote. One commissioner said, “I will abstain — I believe my employer is supplying some of the equipment for one of the change orders,” and staff noted that abstention on the record; another abstention was recorded later for the same reason. The commission also voted to rescind previously authorized bid opportunities for roofing and HVAC because those items are now covered by the approved change orders.
