FSEC's SEPA specialist Sean Green demonstrated the e‑programmatic, an interactive online interface designed to help applicants, regulators and the public navigate the programmatic non‑project environmental impact statement for transmission. The tool highlights resource chapters (for example, land and shoreline use), lists applicable state and federal laws, presents recommended mitigation measures and provides an interactive checklist developers can use to demonstrate how proposed projects align with programmatic recommendations.
The demonstration also showed a GIS route analysis tool that overlays environmental sensitivity datasets (sensitivity levels 1–3) and allows users to draw or import potential corridors, apply a buffer and generate a report listing sensitive resources a corridor intersects. Green said the version shown was a development build and a publicly accessible version is expected to be live in about one week; at that time a link will be added to the programmatic EIS project page on the FSEC website.
Council members praised the tool as an important step to make the programmatic EIS more accessible and to facilitate government‑to‑government consultation and earlier developer assessment. Staff asked council members to provide feedback when the public build goes live.
