The Washington Horse Racing Commission recorded a series of voice‑vote approvals at its Feb. 13 meeting at Emerald Downs.
Routine approvals included the Jan. 9, 2026 meeting minutes (moved by Dr. Rego and seconded by Rafat Lopez), the 2025 annual report to the governor (moved and seconded from the bench after a numbers clarification), and an amendment to WAC 2‑60‑84060 to remove fine options for certain jockey conduct at Class C tracks at the Jockey’s Guild request. The commission also voted to move its April meeting from April 10 to April 17 to accommodate attendance at an ARCI general meeting and approved commissioner attendance at the Washington track association banquet on Feb. 28.
Chair Doug Moore called each question by voice; commissioners answered "Aye" and no opposed votes were recorded in the meeting transcript. Where numerical tallies were not stated on the record, the transcript records unanimous voice approval and staff said signed orders or updated notices will be distributed and posted to the commission website.
