Commission approves Lean Games Racing LLC ADW license renewal for March 2026–March 2027

The Washington Horse Racing Commission voted Feb. 13 to renew the advanced deposit wagering (ADW) license for Lean Games Racing LLC for the term March 14, 2026, through March 13, 2027.
Executive Secretary Amanda Benton summarized the renewal packet and financial history, telling commissioners the company’s initial license was issued Nov. 13, 2015, and that staff had received the current application and fee. Benton reported a 2025 Washington handle of $528,640.70 and a source market fee collected of $34,361.64. She noted Lean Games holds a $25,000 irrevocable commercial letter of credit with Starion Bank and that the company’s Emerald Downs contract remains valid through Dec. 31, 2028. Benton said staff had not received complaints or pending governmental complaints in the past year and recommended approval.
Applicants Kathy Mallete and Kevin Paul were on the call and declined further comment beyond thanking the commission. Chair Doug Moore moved to approve the license application; a commissioner seconded and the motion passed by voice vote with no opposition. The signed order will be provided to the licensee as proof of renewal.
