Rachel Moore, executive director and founder of William Joseph Crisis Nursery, told the court her nonprofit will offer short‑term safe care for children while parents seek treatment and said NET devices could "be a game changer for the families we serve." She emphasized that NET is not a replacement for medication‑assisted treatment, saying, "I'm in no way saying that I disagree with MAT treatment.
