Board approves 1-year Cigna renewal after hearing concerns about rising premiums

The board voted to approve a one-year Cigna health-insurance renewal for fiscal year 2026 after staff described a 20.5% premium increase and the budgetary implications.
Kristen told trustees the renewal represents a large budget impact: the district expects an increase that translates to approximately $1.4 million in higher premium costs and an estimated $700,000 in actual additional budget impact because of changes in enrollment. She described work already underway — a steering committee and data analysis — to pursue stability and evaluate plan design options for future years.
Trustees discussed whether to offer multiple plan choices, the pros and cons of traditional versus high-deductible designs, and whether the district should pursue different procurement strategies (including bidding and unbundling stop-loss coverages) next year. Kristen cautioned that the district’s claims experience is currently “upside down” (claims exceeding premium) and that the timing and data will determine whether alternatives, including self‑insurance, are feasible.
The motion to approve the renewal not to exceed $8,611,494.88 was made by Trustee (speaker 3) and the board approved the motion.
Administration said the health-insurance steering committee will start earlier in the fall to review data and solicit employee input so the district can seek better stability in future renewals.
