Kirk Dubey of Alder Architects explained that the project received three qualified bids, with Ormond as the low responsible bidder. Dubey said the two lower bids were significantly under the allocated budget (he estimated roughly $2–3.8 million under) and that the architecture team confirmed the low bid complied with drawings and specifications. Trustees pressed staff and the architect for clarification about bid math and how Wyoming’s in-state preference affects how the award appears in state documentation; Dubey and staff explained the in-state preference adjustments and said the contract amount that will appear on state documents may reflect preference calculations even though the bidder’s actual price will be the lower number.
The board moved to approve Ormond Builders as the general contractor and carried the motion. Trustees asked the project team to finalize contract pricing and to work with Ormond Construction and the state to reconcile any differences between advertised budget and the awarded contract price.
Why it matters: This is a state-funded construction project that will renovate the district’s transportation operations. Bid amounts materially under budget raise questions about scope, value engineering and how surplus funds will be tracked and used.
What happens next: The district and architect will continue contract reconciliation with Ormond Builders and the state before executing the state contract. Trustees said they expect further documentation on final contract pricing and subcontractor in-state percentages.
