The Teton County School District #1 board held a detailed discussion Aug. 13 about Policy DA — fiscal management and goals — focusing on whether to retain a provision that would maintain two months of budgeted expenditures in unassigned reserves.
Director Mayo reminded trustees that prior discussions had recommended removing that bullet after board review; Trustee Mead and staff said meeting the two‑month metric would be difficult under Wyoming's statutory cap on reserve amounts. "We do not have two months of budgeted expenditures in our cash reserves," Director Mayo said, noting that the district's accounting rules and state caps create timing and measurement challenges.
Trustees discussed alternatives, including keeping a non‑numeric reference to a minimum unassigned fund balance tied to the district’s pre‑1997 reserves so the district would not jeopardize long‑standing local funds. "That would be a good starting point because we definitely don't want to drop below the pre‑97," a district speaker said. The board voted to continue with the revised language and asked staff to update the bullet with either a numeric goal or clear pre‑1997 language before the next meeting.
The board also discussed cash‑flow mechanisms such as the state WDE cash‑flow loan (WD106) and noted that recapture status can affect eligibility. Director Mayo offered to share the WD106 report and additional documentation to help trustees understand timing and cash‑flow risks.
Next steps: staff to draft clarified policy language capturing the board’s intent on minimum reserves and provide supporting fiscal reports to the board ahead of the next vote.
