Panel approves bill updating UConn construction oversight and pausing faculty-plan reports

The committee voted to send SB 107 to JFS. A co-chair explained that the construction oversight committee established around the time UConn 2000 was enacted had become dormant and that responsibility has effectively been exercised by the UConn Board of Trustees; the substitute formalizes that practice. On the issue of faculty growth plans, the co-chair explained that public colleges are facing severe budget shortfalls and that pausing the reporting requirement to the end of 2028 relieves institutions from preparing plans that are unlikely to be practicable under current fiscal constraints.
Members had an opportunity to ask clarifying questions; Representative D'Amico said that now that he understands the substitute, he is prepared to support it. The clerk recorded roll-call votes with multiple 'yes' responses and the chair kept the roll open to 2:00 p.m.
