El Centro — The City Council unanimously approved plans and specifications for Phase 3 of the Imperial Avenue extension and authorized staff to release the project for public bidding.
Public works staff described the project limits and an estimated funding mix that includes a $2.19 million grant, $537,000 from Measure D (local LTA fund) and $530,000 from impact fees. The design for the current construction phase will build one lane in each direction plus a center turn lane while accommodating an ultimate four-lane roadway in future development.
The presenter noted bids could change the final price and that the city would build the east half of the roadway within the already-protected right-of-way footprint so that future development can complete the western half when funding allows.
Council said the phased approach balances immediate needs and grant constraints and moved to approve plans and authorize release for bidding. The motion passed 5–0.
If bids come in within the engineer’s estimate, staff said construction could begin in June with completion later in the year; if not, staff will return with recommended adjustments.
