Environment Committee advances package of concept bills, adopts climate super fund and animal welfare concepts

The Environment Committee convened Feb. 6 and moved a slate of concepts forward, adopting a package that included items such as pesticide reporting modernization, proposals derived from a waste characterization study, extended producer responsibility studies for vapes, solar panels and tires, fisheries regulation updates, and revisions to Department of Energy and Environmental Protection statutes.

Chair (speaker 2) presented a list of concepts and, after members clarified that items 2 and 18 were being considered separately, the committee took a voice vote on items 1 and 3–17. The chair declared “the ayes have it” and the motion was adopted by voice vote.

Separately, the committee considered item 2 — a concept described as a climate change “super fund” — and item 18, an animal welfare concept. Both concepts were debated (see separate articles) and each was approved by voice vote. Representative Mashinsky requested a roll call for the climate fund concept to see individual positions, but the chair proceeded with a voice vote.

All three outcomes at this meeting were advanced as concept-phase actions: the committee approved moving the proposals forward for drafting and further consideration rather than adopting final statutory language. The chair announced votes would be held open until 1 p.m. and recessed the meeting; the committee scheduled its next meeting for next Wednesday at 11 a.m.
