Board approves updated rental agreement; members debate 7‑day nonrefundable deposit

Sterner said larger, premier tournament directors have increasingly held facilities while awaiting high‑school availability and then canceled on short notice, leaving the parks department to turn away other events. He proposed adding a nonrefundable deposit tied to the existing seven‑day cancellation clause to secure revenue and discourage last‑minute cancellations.
One board member said a seven‑day nonrefundable window may be too short and suggested moving to a 30‑day requirement; Sterner and board members discussed that a shorter window helps retain local community access while a longer window might deter some event directors. After discussion the board moved, seconded and approved the updated rental agreement template by roll call.
The approved template will be used for Twin Lakes Recreation Center, Twin Lakes Sports Park and Winslow Sports Park rentals; staff said they will monitor how the deposit provision affects bookings.
