Bryan County approves water, road and facility contracts, task orders and grant applications

Water and mega‑site infrastructure: The board approved Amendment 1 to Thomas & Hutton Task Order #82 in the amount of $2,239,107.50 to extend surface water and reclaimed main infrastructure to the mega site and surrounding area. Staff said the amendment responds to a Georgia Environmental Protection Division permit condition and that ARPA funds will be used for the engineering portion; Bryan County’s work will extend to the county line, with Effingham County responsible for design on their side. The action was approved by motion and voice vote.
Miocene well project: The commission approved Task Order #125 in the amount of $496,500 to begin engineering and project management for a Miocene well, including a ground storage tank, high‑service pumps, treatment equipment and emergency generators. Staff estimated design would take about 12 months and construction roughly 12 months thereafter.
Exit 82 interchange: The board approved Task Order #126 with Thomas & Hutton for concept development of I‑95 Exit 82 improvements tied to a federal earmark; the concept development task order is $157,500 and paid with local dollars. Staff said further detailed design and construction would be subject to future task orders.
Contracts and bids: Commissioners awarded the Timber Trail Gym HVAC replacement contract to EDGE Air Conditioning for $252,000 to replace eight 5‑ton units with four 15‑ton units; staff said units would be ordered immediately with installation expected to begin in June. The board also awarded the 2025 dirt‑road paving package (Emeline Lane, Smith Road and Blige Road) to Platinum Paving & Concrete for $553,223.
Grants and intergovernmental agreement: The commission authorized the chairman to submit applications for the 2025 GDOT Local Road Assistance and the L‑MIG Safety Action Plan grants (Bryan County allocations described as $692,000 and $291,000 respectively) and recommended using these funds for the shovel‑ready Oak Level Road roundabout project because of short implementation timelines. Separately, the board authorized execution of Amendment 1 to the sewer service agreement with the City of Savannah to formalize EPD requirements and temporary wastewater treatment arrangements for the mega site; staff said the amendment does not materially change monetary terms.
All contract awards and task orders were approved by voice vote. Staff identified ARPA funds as the engineering funding source for the mega‑site task order and confirmed local dollars for the Exit 82 concept work. Several commissioners asked for timelines and expressed interest in coordination with neighboring jurisdictions and contractors.
