EV Council authorizes staff to finalize 2025 annual report; OFM abstains from consensus

The Interagency Electric Vehicle Coordinating Council voted by consensus to authorize council staff to incorporate edits from the Office of Financial Management and the governor's office into the council's 2025 annual report and complete submission to the legislature.

Council manager Andrew Rector said the report had been through extensive review and was currently in OFM and the governor's office for final clearance. Steven Hirschkowitz, cochair representing the Department of Commerce, described the recommended action as a procedural authorization to let staff make non-substantive edits and only re-engage the council if a substantial change arose. "If there's a significant edit that comes out of these last couple of steps, my intention would be to reach out to agencies," Rector said.

Renee Martin of the Office of Financial Management stated she would "take an abstention position for this particular vote." With that abstention recorded, the chair said the council had reached consensus and directed staff to finalize the report and submit it through the legislature via the council's legislative office process. Council staff will post the final report on the EV Council website and notify stakeholders via GovDelivery.

The annual report is a statutory deliverable that summarizes progress, gaps and resource needs related to state electrification efforts. Council discussion said edits to date were largely readability-focused and not substantive; staff will continue coordinating with Commerce communications, OFM and the governor's office as the final step prior to submission.
