ESD staff brief UIAC on bills: paid leave, WARN Act changes, electronic appeals notices and employer reporting

Josh Dye, government relations director at the Employment Security Department, provided a high-level legislative update to the committee on bills the agency is tracking during session.
Dye identified an agency-request paid-leave bill (bill number cited as 2345) moving through appropriations and described Senate Bill 6106 as modifying the State WARN Act, including language that would remove tribes from the employer definition and exempt employee names and addresses provided to the department from public-records disclosure (the data would still be reported to the agency). He also mentioned House Bill 2563, an Office of Administrative Hearings bill that would pilot allowing certain appeals notices to be provided electronically to appellants and interested parties, and Senate Bill 5887 addressing employer reporting of incomplete wage reports and providing flexibility to waive penalties for minor errors.
Chair noted that electronic notices have been a frequent customer request; Dye said OAH staff (Brenda Tukey referenced) are working with stakeholders to address concerns so the change is valuable without excluding people who lack access to electronic delivery. Dye characterized this session as quieter on UI program legislation compared with prior sessions.
No committee action was taken on the bills during the meeting; staff offered to continue engagement with stakeholders where relevant.
