Governor Ferguson signs package of bills on right-to-repair, accessibility, education and transportation

Other accessibility and health items included the John Waldo Act, which requires captioning in movie theaters to improve access for people who are deaf or hard of hearing; House Bill 17 09, which requires school districts to provide individualized health plans and to authorize parent‑designated adults to care for students with adrenal insufficiency; and House Bill 18 48, which increases funding for traumatic brain injury programs funded through a fee on certain traffic infractions.
On education, the governor signed Senate Bill 5 2 6 3 to increase special‑education funding, remove an enrollment cap and expand funding for early support for infants and toddlers; the measure also directs the Office of the Superintendent of Public Instruction to develop an online system to create and manage individualized education programs (IEPs). Senator Jamie Peterson and families who advocated for the measure were acknowledged during the ceremony.
The event included several bills affecting state operations and infrastructure: House Bill 12 07 adds a surcharge on certain superior court filing fees to support the state library and document retention; House Bill 13 90 creates an assessment on insurance carriers to support Medicaid infrastructure and improve provider rates; House Bill 18 37 directs the Washington State Department of Transportation to pursue targets for Amtrak Cascades service and to report annually on progress; and House Bill 19 02 requires WSDOT and the Department of Ecology to convene a permitting work group to streamline transportation project approvals.
