Casino Control Commission approves multiple key-employee licenses, plenary qualifications and a new Caesars holding company

The New Jersey Casino Control Commission approved a series of licensing and qualification matters at its public meeting, including initial and resubmitted casino key-employee licenses, inactivations and lapsed-license findings, several plenary qualifications for corporate officers, and the plenary qualification of a new Caesars holding company.
The Commission ratified the public meeting minutes for Oct. 13, 2024 and voted to grant seven initial casino key-employee licenses that staff recommended. It also voted to grant 11 resubmitted key-employee licenses; two applicants requiring roll call were called separately and were approved with the waiver of a residency requirement for a corporate officer pursuant to NJSA 5:12'89(b).
Staff recounted delegated approvals granted in October via the Division of Regulatory Affairs, memorializing several temporary casino key-employee licenses and multi-casino endorsements for positions at Bally's Atlantic City, Borgata, Caesars, Tropicana and Golden Nugget.
The Commission granted requests to place seven individuals on the approved inactive list (up to five years) and found five licenses lapsed where review-application deadlines had passed without filings.
The Commission also considered several plenary qualifications: Nicholas T. Reiterstrom was granted a casino key-employee license and plenary qualification to serve as president and COO for Marina District Development Company LLC; Alan Greenstein was found qualified to serve as vice president of finance for Premier Entertainment (Bally's Atlantic City); Timothy Dawson was found qualified to continue as chief information security officer for Caesars Entertainment Inc.; and Steven Harrison was found qualified to serve as senior vice president and chief information security officer for MGM Resorts International. Counsel for the licensees and Division counsel appeared and indicated no objections.
On a joint petition, the Commission approved the qualification of Digital HoldCo LLC as a new intermediary holding company for Caesars Interactive Entertainment New Jersey LLC, finding that the entity and its named natural-person qualifiers have satisfied statutory and regulatory requirements.
Two initial applications were denied after staff and Division counsel reported the applicants failed to comply with the contested-case process: Kayla C. Simadori and Thomas Van Setters were found disqualified under cited NJSA sections and their initial applications were denied.
The meeting concluded with an announcement of a future closed session and adjournment.
