Commissioners ratified the minutes of the March 12, 2025 meeting and, on the recommendation of the Division of Gaming Enforcement, granted eight initial casino key‑employee licenses following a motion and voice vote. The commission also considered 30 resubmitted key‑employee applications; staff recommended approval and commissioners granted those applications by motion and voice vote.
One initial application—Timothy J. Marks—was identified as the subject of a division objection. Commission staff recommended remanding Marks’ application to the contested‑case process; the commission moved and approved the remand for hearing.
The commission separately approved the resubmission and multi‑casino endorsement of Michael E. Rodriguez to remain director of regional procurement for Hard Rock and Boardwalk 1000, citing NJSA 5:12‑91.1. Several other applicants whose matters required roll‑call consideration—named by staff as Christine A. Boxer, Peter N. Ciccione, Frank G. Policastro, Michael K. Sampson and Donna F. Ward—were each found qualified by roll‑call vote.
Assistant director Patrick Ealer reviewed March delegated‑authority approvals issued by the regulatory affairs division. Those actions memorialized a list of temporary casino key‑employee licenses granted between March 1 and March 31, 2025; no further commission action was required for the delegated approvals.
The commission also voted to inactivate two casino key‑employee licenses upon request and to deem seven casino key‑employee licenses lapsed for failure to file required review applications or requests to be placed on the inactive list, in each case citing the applicable regulation.
Several initial applicants who had entered stipulations of settlement were granted licenses subject to conditions through April 2030, including Jenny Dumas and Jaden T. Moselle. All motions recorded at the meeting carried with affirmative votes from the commissioners present. The commission adjourned after closing the public participation period.
